FCC Expects June 2020 Auction of 70 MHz of 3.5-GHz Spectrum

At the Federal Communications Commission’s September 2019 meeting, the commission will vote to seek comment on draft procedures for an auction of 70 MHz of spectrum in the 3.5 GHz band, scheduled to begin on June 25, 2020. 

The 150 MHz in the Citizens Broadband Radio Service band will be split between 70 MHz for unlicensed operations (no users are authorized yet) and 70 MHz for licensed operations. It is that latter block of spectrum that will be auctioned in 2020. 

The Citizens Broadband Radio Service consists of two tiers—Priority Access and General Authorized Access. 

Priority Access Licenses (PALs) authorize use a 10 megahertz channel in a single census tract for three years, will be assigned in up to 70 megahertz of the 3550-3650 MHz portion of the band, the FCC has said. 

The Priority Access tier consists of Priority Access Licenses (PALs) that will be assigned using competitive bidding within the 3550-3650 MHz portion of the band. Each PAL is defined as a renewable authorization to use a ten megahertz channel within a county for ten years. Up to seven total PALs may be assigned in any given county with up to four PALs going to any single applicant.

GAA use will be allowed, by rule, throughout the 150 megahertz band.
