A committee working on behalf of India’s Department of Telecom (DoT) does not believe that over the top messaging and international voice services require new regulation, or should be subject to the same rules applying to telecom service providers.
The DoT committee has recommended “regulatory oversight” of local calls, applying rules that apply to mobile voice.
"The committee favors regulatory oversight on the communication service providers," the committee said.
"The committee believes that for (other) OTT application services (including those offering messaging and international voice calls), there is no case for prescribing regulatory oversight similar to communication services," it said.
