Communications spectrum historically has been paired, using frequency division to create upstream and downstream paths. So if the U.S. Federal Communications Commission decides to auction off about 280 MHz of former satellite C-band spectrum used for downlinks, that also means there is 280 MHz of former uplink spectrum that now becomes fallow.
The other shoe to drop, therefore, is an eventual move to auction off a corresponding 280 GHz in the uplink spectrum. The C-band uses 5.9 GHz to 6.4 GHz for uplinks.
The recent World Radiocommunication Conference said WRC will look at standards for using the 6.4 GHz to 7.1 GHz band for 5G, as well.
