Since urban congestion is remedied by use of small cells, the lack of coverage capability is not the issue you might assume.
Some say 5G coverage will never be ubiquitous, at least when using higher frequencies. Others might counter that ubiquitous high-frequency coverage is not necessarily a big problem, as the greatest capacity needs are found in urban areas where millimeter wave coverage limitations are not much of an issue.
