Fiber to the light pole and small cells mounted on light poles are among the new trends in networking. What is not new is some opposition to the placement of new cell "towers." Small cells are far from "towers," though.
Though there always is opposition to mobile cell site placements, for a variety of reasons, small cells are innocuous, as this example of an Airspan Networks small cell suggests.
